The Great City underwater. Reaching it requires a solution to dive deep. Said to be founded by Guaar.

Toru exists as a giant city on the ocean bed, protected by a strong magical bubble of air, that seemingly pulls oxygen from The Deeps. Despite counting as a surface city, it is actually more on the level of the underground. This causes Toru to have direct connections to the Deeps. Giant trenches can be found near Toru that give direct access to the deeps, allowing for monstrous creatures, like krakens, to endanger Toru.
