 ==== Background ==== ==== Background ====
 +Tractas existed due to the beastkin for a long time not feeling like they belonged anywhere. They started living closer to the wilds in small communities that travelled around [[..:aestilon_fields|]] and beyond. As time passed, many of these communities joined together, forming the massive travelling city of Tractas.
 +
 +Many different tents can be seen and nowadays all factions ensure they are represented in Tractas.
 +
 +Unlike the other Great Cities, Tractas is not led by a mage. This leaves most of the major political factions with less clean leverage there than they enjoy elsewhere. The city is broad, mobile, decentralized, and socially held together more by mutual respect than by strict law, central authority, or institutional hierarchy.
 +
 +Respect in Tractas is expected to be given without immediate judgment. People who join Tractas do so under their own customs, rules, and ways of life, which makes the city both unusually free and unusually difficult to organize. That same looseness also makes it difficult for outside powers to impose meaningful oversight.
 +
 +There are, however, figures known as Elders in Tractas. They are not formal rulers, but they are deeply respected voices within the traveling city. Some of these Elders are powerful enough to rival the mages of the highest floors of the [[organisation:faction:the_beholders|Beholders]]. This is one of the reasons the Beholders have never been able to oversee Tractas as cleanly as the fixed Great Cities. Even so, some of Tractas's Elders maintain good ties with the strongest Beholder mages — the ones whose influence reaches beyond the authority of the Tower Masters.
